This ASEAN Regional Risk Assessment Scoping Workshop will be the first activity under this flagship project on regional risk assessment. The workshop will focus on kick-starting the first phase in developing the regional risk assessment programme and building a shared understanding amongst ASEAN Member States of critical terminology, existing methodologies and tools for multi-hazard risk assessment including the capacity for probabilistic risk assessment, data requirements, and the usage of risk assessment outputs, gearing toward agreements on standardized disaster risk assessment in the region and associated institutional, technical and capacity requirements that should be in place. It also aims at increasing awareness of critical trans-boundary disaster risks that affect regional and national risks.

The Workshop aims to achieve the following:

- Increase the understanding of the hazard, vulnerability and risk assessment processes and their importance in disaster risk reduction and emergency management planning.
- Enhance the appreciation for risk assessment tools and methods being used and promoted by various international organisations.
- Explore and agree on how to systematically collect, store and consolidate hazard and vulnerability information at various levels.
- Gain a better understanding of operational challenges, requirements, and constraints in conducting a regional risk assessment programme and agree on how to meet these challenges and overcome these constraints.
- Discuss critical transboundary risks and related challenges in addressing such risks.

The ASEAN Regional Risk Assessment Scoping Workshop will focus on coming up with the following outcomes:

1. Common understanding of purpose of multi-hazard risk assessment, existing methodologies and tools, the usage of their outputs and requirements including data and information.
2. Agreement on the definitions of critical terminology in risk assessments and types and scale of data to be collected.
3. Agreement on the purpose of regional risk assessment and types of risk assessment and analysis to be done that will be conducted at regional, national and sub-national levels.
4. Agreements on risk assessment outputs in support of AHA Centre and other regional initiatives.
5. Contribution to the development of a risk assessment road map that will guide consistent implementation of standardized risk assessment across the region, consistent flow of usable risk related information within Member States and between Member States and the AHA Centre; mutual support amongst countries and development of mechanisms to address trans-boundary disaster risks that affect regional and national development and cooperation.
