"The Ministry of Security and Justice is responsible for maintaining the rule of law in the Netherlands, so that people can live together in freedom, regardless of their life-style or views. The Ministry is working towards a safer, more just society by giving people legal protection and, where necessary, intervening in their lives. They sometimes have to take radical measures: divesting parents of parental responsibility, for example, or putting convicted criminals in prison. They also give people new prospects: for example, they help prisoners return to society and provide support for victims of crime. These are all measures that only the Ministry of Security and Justice is entitled to take. The law is about people."
Crises and disasters, like flu pandemics and terrorist (cyber)attacks, can disrupt society. But national security can also be jeopardised by crises such as floods or major power failures.
The government has therefore launched a National Security Strategy to catalogue the various risks and prepare the Netherlands for any crisis. By better protecting our critical infrastructure, for instance, and by ensuring that people can fend for themselves in a crisis.

b. Immediate information in an emergency situation.
The Netherlands is the first country in the world that introduced an emergency alert system nationwide (cell-broadcast). This NL-Alert is available in all 25 safety regions of the Netherlands. The control room of the emergency services will send a message on an emergency or (imminent) disaster, such as major fires involving the release of toxic smoke, explosion hazards or flooding. Within seconds, cell phones in a specific area will pick up the message. NL-Alert will still be operating in the event of a network overload. It is not necessary to register and NL-Alert is free of charge. The NL-alert tool is a valuable addition to existing means of warning people, such as the siren network, the emergency broadcasting stations and the crisis.nl website.
The SNV - "Stuurgroep Nationale Veiligheid" (steering committee National Safety&Security) is also functioning as the National Platform DRR and Focal Point for the Hyogo Framework for Action.
The members (DG-level) are representing all ministries and there is also a seat for a representative from the private sector (VNO-NCW).
This SNV advises directly to the Cabinet with a yearly update to Parliament. (voortgangsbrief Nationale Veiligheid).

Reduce risks on regional level (25 safety-regions) and national level and in cooperation with member states of the EU (EU-directives) in the field of critical infrastructure protection, CBRN, pandemic, flooding and cyber security.
Based on the risk assessment (regional and national), the preventive and preparative activities are undertaken by all organisations (government, private sector and civilians) having to deal with disaster reduction.
The Sendai Framework Voluntary Commitments (SFVC) online platform allows stakeholders to inform the public about their work on DRR. The SFVC online platform is a useful toolto know who is doing what and where for the implementation of the Sendai Framework, which could foster potential collaboration among stakeholders. All stakeholders (private sector, civil society organizations, academia, media, local governments, etc.) working on DRR can submit their commitments and report on their progress and deliverables.
