This publication offers guidance to support the implementation of the Hyogo Framework for Action through technical assistance to low- and middle-income countries for inter-country collaboration to build and expand capacities to mainstream disaster risk reduction into development planning and programming.

This initiative catalyzes strong inter-country partnerships within the South to mainstream disaster risk reduction and recovery, including climate change adaptation, into development planning, by mobilizing the leadership, creativity, technical know-how, and practical experience of governments, institutions, networks, and communities.
