International Recovery Forum 2012: Regional Cooperation for Resilient Recovery

Event Description
Large scale natural disasters can overwhelm the capacity of governments to effectively recover. Past experiences such as the Great East Japan Earthquake of March 11, 2011, the Haiti Earthquake of January 12, 2010, and the flooding in Pakistan of 2010 have clearly illustrated the need for surge capacity in disaster response and recovery. To address this, regional cooperation can be further promoted particularly in the context of recovery. Regional cooperation can contribute to reinforcing regional integration, sharing of experiences and transfer of expertise, setting and promoting best practices, defining strategies and action plans, carrying out together concrete projects, and strengthening the capacities of national and local authorities. Mandated to address gaps in recovery, the International Recovery Forum 2012 aims to explore mechanisms for regional cooperation in promoting resilient recovery. The Forum will also, present experiences and lessons from recent recovery operations, discuss lessons on regional cooperation initiatives in the context of post-disaster recovery and showcase new IRP tools for resilient recovery.
Objectives
- Share experiences and lessons from recent recovery operations especially East Japan
- Discuss lessons from regional cooperation initiatives in the context of disaster recovery and reconstruction, with specific reference to knowledge management mechanisms, ex-ante capacity building for recovery planning, and technology transfer for early warning, mitigation, preparedness, response
