Joint Advisory Group meeting on the post-2015 framework for disaster risk reduction

Through resolution 66/199 (2011) and resolution 67/209 (2012), the General Assembly requested UNISDR to facilitate the development of a post-2015 framework for disaster risk reduction and to serve as the secretariat of the 3rd World Conference on Disaster Risk Reduction. A milestone global consultation took place at the Fourth Global Platform for Disaster Risk Reduction, from 19-23 May 2013, taking stock of all consultations ongoing since March 2012 including online, local, national and regional events.

To support upcoming consultations, in particular the Regional Platforms scheduled in the first six months of 2014, the Special Representative for the Secretary-General for Disaster Risk Reduction (SRSG) convened a meeting from 27-28 November 2013 of members the SRSG's five Advisory Groups (see below) to review and analyze the wealth of information collected from March 2012 through to the Global Platform. Further guidance came from countries’ reports through the UNISDR HFA Monitor, the findings of the biennial UN Global Assessment Reports on Disaster Risk Reduction of 2009, 2011 and 2013, relevant deliberations of the United Nations General Assembly, as well as a growing literature and practice on disaster risk and resilience. 

An outcome of that meeting is the SRSG's proposed elements for consideration in the development of the post-2015 framework for disaster risk reduction to help guide upcoming consultations towards an outcome that is uniformly "focused on implementation, and are pragmatic, strategic and realistic" as called for by the Chair’s Summary of the Fourth Global Platform.

Members of the SRSG's Advisory Groups have been playing a key role in mobilizing their constituencies and networks around disaster risk reduction in the past two to five years. The five Advisory Groups are:

- the Parliamentarian Advisory Group for Disaster Risk Reduction
- the Private Sector Advisory Group
- the Science and Technology Advisory Group
- the HFA2 Advisory Group
- the Advisory Board for the Global Assessment Report on Disaster Risk Reduction

The groups comprise around 60 senior members from various fields, including MPs, CEOs, senior scientists, experts and practitioners, civil society representatives, and lawyers. Participants serve as members of Advisory Groups pro bono in their personal capacities.

The Joint Advisory Group discussion were supported by six input papers by UNISDR.
