The second formal session of the open-ended intergovernmental expert working group will be held in Geneva, Switzerland on 10-11 February 2016, and will be preceded by an informal session on 9 February. Sessions will be held in Room XVIII in the Palais des Nations.

Introduction:

Upon adoption of the Sendai Framework for Disaster Risk Reduction 2015-2030, the General Assembly established, in its resolution 69/284 of 3 June 2015, an open-ended intergovernmental expert working group on indicators and terminology relating to disaster risk reduction to develop indicators to measure global progress on the Framework's seven agreed targets. The Working Group would also consider an update of disaster risk reduction terminology. Pursuant to that resolution, the Working Group will hold three sessions in Geneva, one in 2015 and two in 2016, with informal meetings as needed. Work will conclude by December 2016 and its report will be submitted to the General Assembly for consideration. The first session was held in Geneva from 29-30 September 2015, preceded by informal meetings on 28 September 2015.

10.00 am – 10.10 am Opening and remarks on other organizational matters by the Chair (H.E. Ambassador Wayne McCook from Jamaica)
The session will be opened by the Chair who will outline the purpose and objective of the formal session, the basic principles and working procedures agreed upon and proposals on how to organize the session’s discussions.
10.10 am – 1.00 pm Agenda item 3: Indicators to measure global progress in the implementation of the Sendai Framework for Disaster Risk Reduction 2015–2030 – Indicators related to all 7 global targets of the Sendai Framework.
After general introductory remarks by the Chair, the Working group will consider indicators related to each of the seven global target (A-G) of the Sendai Framework as well as the terminology related to these indicators. Discussions will start with indicators for target A and continue in alphabetical order to indicators for target G. The Chair will provide observations on indicators for each target following which the floor will be opened for interactive discussions.

After introductory remarks by the Chair and a technical briefing by the Secretariat on the Working Background Text on Terminology and its information note, the floor will be opened for interactive discussions with a focus on those terms that are not related to the indicators for the global targets for Sendai.
5.00 pm – 5.10 pm Closing of Agenda item 4 and summary of discussions by the Chair
5.10 pm – 5.55 pm Agenda item 5 – Other Matters
Chair’s proposals on programme of work for way forward, including modalities for inter-sessional work, followed by an exchange of views.

Member States: On 11 December 2015, a note verbale was sent to all United Nations Member States requesting their permanent missions to inform the United Nations Office for Disaster Risk Reduction (UNISDR) of participation in the second session of the Open-ended Intergovernmental Expert Working Group on Indicators and Terminology relating to Disaster Risk Reduction. Government nominated experts are requested to register through this mechanism.

United Nations system: United Nations system entities may be called upon by the Chair to provide support, under the coordination of UNISDR. In such cases, entities of the United Nations system will speak as one. Registration is not required for participants from UN system entities. However, those wishing to contribute to  the Working Group, should contact the UN system focal point ([email protected]) to inform on their interest in participation.

 

Relevant stakeholders: In its resolution 69/284, the General Assembly provided for the involvement of relevant stakeholders. At the first formal session, the Working Group agreed that other stakeholders would be welcome to support the discussions and the future work of the Working Group including through briefings and documentation. Such contributions would be for technical information purposes only.

Interested parties with appropriate technical expertise may register online to participate. To learn more, parties are invited to contact the UNISDR Focal Point most relevant to their line of work.

Outcome documents from the First Session of the Working Group (28-30 September 2015)

The working background texts includes all proposals and comments received from Member States and Other Stakeholders during the first formal session of Working Group (29-30 September), as informed by the two background documents prepared by UNISDR and partners, namely the “Proposed updated terminology on disaster risk reduction: A Technical Review” and the “Indicators to monitor global targets of the Sendai Framework for Disaster Risk Reduction 2015-2030 - a technical review”.

Information Notes and Technical Papers for consideration during second session

The Information Notes include all proposals and comments received from Member States and Other Stakeholders on the Working Background Texts on Terminology and Indicators (published on 23 October 2015). The technical papers include, among others, further explanatory details on the indicators (definition, meta data, limitation, linkages with SDGs) as well as concept notes and supplementary information on indicators for Targets C, D, E and F.
