The China National Commission for Disaster Reduction (NCDR) is an inter-ministerial conference and coordination body under the leadership of the State Council responsible for formulating China’s disaster reduction plans, guidelines, policies and action plans. It organizes and coordinates major national disaster reduction activities, providing guidance and direction to local disaster reduction work, and carrying out international exchange and cooperation in disaster reduction.
The predecessor of NCDR was China National Commission for the International Decade on Natural Disaster Reduction established in April, 1989 by the Chinese government in response to the UN’s proposal. It was renamed the China Commission for International Disaster Reduction in October, 2000 and the China National Commission for Disaster Reduction in December, 2004. The Commission consists of 32 member parties including relevant ministries, commissions and administrations under the State Council, military divisions, scientific research institutions and non-governmental organizations. The director of NCDR is one of the heads of the State Council. Its general office is established in the Ministry of Civil Affairs.
The Sendai Framework Voluntary Commitments (SFVC) online platform allows stakeholders to inform the public about their work on DRR. The SFVC online platform is a useful toolto know who is doing what and where for the implementation of the Sendai Framework, which could foster potential collaboration among stakeholders. All stakeholders (private sector, civil society organizations, academia, media, local governments, etc.) working on DRR can submit their commitments and report on their progress and deliverables.
