Based on the Parliament law of Mongolia on Disaster Protection, which was passed in June 2003, the National Emergency Management Agency (NEMA) was established with the duty to conduct nationwide activities for disaster protection. All the 21 provinces and the capital city have a NEMA emergency management division and department.
NEMA’s main duties are to develop environmental legislation on disaster protection, to provide strategic management, to evaluate disaster risk and , to implement activities on disaster prevention, disaster reduction, and disaster preparedness on all levels, to organize search and rescue work, to respond to disasters by restoring and rehabilitating the main infrastructures, to strengthen capacity of national disaster protection, to cooperate with foreign countries and international organizations in the disaster protection field, to monitor laws and legislations, and implement at policy on the state reserve. It is also responsible for coordinating the activities of different stakeholders who are involved in the disaster response; this includes non-governmental and governmental organizations, the private sector, community groups and international organizations.
The Sendai Framework Voluntary Commitments (SFVC) online platform allows stakeholders to inform the public about their work on DRR. The SFVC online platform is a useful toolto know who is doing what and where for the implementation of the Sendai Framework, which could foster potential collaboration among stakeholders. All stakeholders (private sector, civil society organizations, academia, media, local governments, etc.) working on DRR can submit their commitments and report on their progress and deliverables.
