Preliminary examination of existing methodologies for allocating and tracking national government budget for disaster risk reduction (DRR) in the Philippines
This document presents an evaluation of the disaster risk reduction (DDR) budget in the Philippians with the aim of strengthening the Filipino government's policy for DRR financing.
The paper is divided into seven sections: (i) section one introduces the study and defines important terms; (ii) section two assesses the natural hazards which affect the Philippians and the current risk mitigation policies in place; (iii) section three explains the process of budget formulation in the Philippians; (iv) section four reviews the allocation of finances in DRR from 2009 to 2011; (v) section five suggests revisions to improve the existing budget; (vi) section six synthesizes the DRR budget allocation tracking system; (vii) section seven summarizes the paper by cementing the correlation between successful risk reduction and appropriate DRR budget allocation, and the importance of budget allocation tracking to demonstrate this correlation.
