Toward the post-2015 framework for DRR: countries' specific guidance
The purpose of this paper is to consolidate the guidance concerning form, monitoring and content of the post-2015 framework for disaster risk reduction (DRR) as well as the future role of UNISDR in its implementation, received from countries through their statements at the Global Platform 2013 and the United Nations General Assembly in November 2013, and the Hyogo Framework for Action (HFA) monitor reports.
As part of the considerations, the paper raises: (i) what the post-2015 framework for DRR called by the General Assembly consists in and what the "HFA2" is; (ii) the nature of the the post-2015 framework for DRR - legal or not; (iii) its timeframe; (iv) the modalities for implementation and follow up; (v) the general and specific substantive questions provided by countries; (vi) the support to international cooperation; (vii) information and knowledge management; and (viii) advocacy, policy development and technical cooperation.
This document is the third in a series of instrumental papers intended to help national consultations and Regional Platforms deliberate on the content and form of the post-2015 framework for DRR and the commitments they need to make at the 3rd World Conference on Disaster Risk Reduction to implement the post-2015 framework for DRR. It is based on, and elaborates further, some of the questions considered in the second paper of the series: Toward the post-2015 framework for DRR - a prospective retrospective.
