Enabling knowledge for disaster risk reduction in integration to climate change adaptation: 2015 GAR input paper
This document explains the role of knowledge management for disaster risk reduction (DRR) and climate change adaptation (CCA) regarding stakeholders and the integration of DRR to CCA. The authors propose that the framework of DRR that would follow the Hyogo Framework for Action comprises of a more comprehensive interpretation of informational and knowledge needs.
The authors suggest that the emphasis should not be only on the identification of the problems and on establishing a decision-making process to address them, but also on how implementation, compliance with norms and decisions can be achieved. Knowledge on organisations’ behaviour, on states and institutions functioning is required not less than knowledge about the variables characterising hazards, exposure, and vulnerabilities.
