WUF 11 Training Event: Setting up risk governance and cross-sectoral collaboration for resilience building

Knowledge sharing and peer learning are critical components of Making Cities Resilient 2030 (MCR2030) initiative. Cities committed to addressing disaster and climate risks at both a political and technical levels are more likely to maintain sustained investments into resilience over time. Such cities can play a pivotal role as MCR2030 Resilience Hubs and disseminate their expertise and best practices to other cities. These Hubs enhance city-to-city collaborations and support other MCR2030 cities in knowledge sharing, capacity building and creating learning opportunities. In addition, they can inspire other cities to commit to becoming resilient cities and communities. 

Cities learn best from other cities! This training session is built upon the expertise of MCR2030 Resilience Hubs in building the fundamentals of urban resilience, particularly in creating horizontal and vertical linkages across local government, multi-layer governance levels and city stakeholders. Participants will:

• enhance their understanding of the challenges & benefits of integrating urban resilience into city planning;
• be equipped with various tools & approaches in creating multi-stakeholder and multi-sectoral engagement in risk reduction and developing resilience in cities;
• be exposed to practical experiences in creating risk governance and coordination mechanisms supporting the resilience agendas of cities; and
• have opportunities to engage in city-to-city learning and collaborate with Resilience Hubs.

The training will include presentations from the following Resilience Hubs and topics:

Greater Manchester has successfully embedded Risk awareness and knowledge into city planning. The city team will share its tools on effective analysis of the impact of local and national risks, and the communication of risk. With examples and simple exercises on risk awareness and communication, participants will have a chance to prepare for embedding risk in different city planning and communicate with different audiences in their cities.

Milan will introduce participants to the Resilience Methodology developed by the Municipality. It consists of two main stages: the Preliminary Resilience Assessment (PRA) and the identification of resilience-building/strengthening measures. That is crucial to identify transversal interventions that can apport multiple benefits to the urban challenges. To ensure the effectiveness of the Resilient Methodology the Municipality must involve local stakeholders in each stage, undertaking a participatory process. Milanese experts will introduce cities to the PRA method and the use of RRA Tools and Techniques during the assessment.

Barcelona City Council will bring its methodology on strengthening city governance, and how it fostered a participatory process for building and implementing its resilience strategy. The city has focused its cooperation policy on municipalism based on the mobilization of knowledge that has achieved good results. As far as feasible, Barcelona City Council is always pursuing exchanges and collaborative projects that go beyond the City Council and become real processes of cooperation between cities in a wide sense.

Making Cities Resilient 2030 (MCR2030) is a global initiative of practitioners, thought-leaders, financiers and donors, policy makers, technical agencies, and networks with a collective commitment to contributing towards the delivery of the 2030 Agenda.  Convened by the UN in partnership with global and regional organizations, MCR2030 supports local governments with a pathway to resilience to risk-proof their cities to meet the challenges of disasters, climate change, and rapid urbanization. In addition, it provides cities with a membership of a multi-partner movement dedicated to future-proofing places, people and service systems. Cities that are part of the initiative exchange experiences, and learn from each other.
