Background

Agreed at the Third United Nations World Conference on Disaster Risk Reduction from 14 to 18 March 2015 in Sendai, Japan, the Sendai Framework provides the framework for an all-of-society and all-of-State institutions engagement in preventing and reducing disaster risks posed by both natural and man-made hazards and related environmental, technological and biological hazards and risks. 

2023 marks the midpoint in implementing the Sendai Framework, the 2030 Agenda and other 2015 agreements, and each one of these will go through a midterm review to examine context shifts and emerging issues since 2015, and identify course corrections and new initiatives to more effectively address the systemic nature of risk, and realise the outcomes and goals of the Sendai Framework, the 2030 Agenda for Sustainable Development, the Paris Agreement and other agreements, frameworks and conventions. 

Convened by the President of the General Assembly, the High-Level Meeting of the General Assembly on the Midterm Review of the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030 (HLM) will take place from 18-19 May 2023 at the United Nations Headquarters in New York. The HLM provides a platform for Member States, the United Nations system partners and other stakeholders to reflect on the findings and recommendations of the Midterm Review. 

The United Nations Office for Disaster Risk Reduction (UNDRR) Stakeholder Engagement Mechanism(SEM) offers all non-state actors an opportunity to engage in the follow-up and implementation of theSendai Framework. It creates an open and structured avenue to leverage the voice and action of stakeholders in support of the implementation of the Sendai Framework and integration of disaster risk reduction, prevention and resilience, and systemic into the broader 2030 Agenda. 

SEM invites all interested stakeholders to a meeting that will focus on means of stakeholder engagement within the HLM MTR SF, as well as the process leading up to it.

Objectives

  • Provide a space for stakeholders of different backgrounds to learn about the Sendai Framework MTR, including means to meaningfully engage within the HLM of the Sendai Framework MTR, and status of intergovernmental deliberations of the HLM of the Sendai Framework MTR political declaration. 
  • Provide a space for stakeholders to organise themselves and share plans for meaningful and effective stakeholder engagement within the HLM of the Sendai Framework MTR. Raise awareness about the Sendai Framework and the status of its implementation, as well as challenges and trends.
