Description
The MCR2030 Labs aim to exchange knowledge and experience on disaster resilience between cities in the Americas and the Caribbean. Their main objective is to address priority issues for the implementation of the Sendai Framework at the local level through innovative and cross-sectoral perspectives. They open a unique space to strengthen the disaster resilience capacity of local governments and operationalise a holistic vision of resilience for the implementation of risk reduction policies in the region.
This sixth edition of the MCR2030 Labs seeks to promote the inclusion of persons with disabilities in urban risk management. Latin American cities will share their experiences in strengthening inclusive and participatory risk management for the resilience of persons with disabilities – via the MCR2030 initiative.
All the cities invited as speakers for this Lab have in common to have led the regional pilot of the Scorecard’s Addendum for the inclusion of persons with disabilities. The tool was developed by UNDRR to assess local governments' capacities to design, formulate and implement policies for the inclusion of persons with disabilities in disaster risk reduction.
According to the World Report on Disability (WHO, 2011), more than one billion people, or 15 per cent of the world's population, live with some form of disability worldwide. The United Nations Disability Inclusion Strategy (UNDIS, 2018) calls for strengthening system-wide accessibility for persons with disabilities and the mainstreaming of their rights and seeks to support Member States in achieving the 2030 Agenda for Sustainable Development, leaving no one behind and reaching those furthest behind across all pillars of the United Nations.
The Sendai Framework for Disaster Risk Reduction 2015-2030 also calls for a whole-of-society approach to put in place multi-sectoral, inclusive, and accessible disaster risk reduction policies. In 2013, a global survey on disability and disasters led by UNDRR involving over five thousand respondents revealed the difficulties faced by persons with disabilities in evacuating immediately and without difficulty in the event of a sudden-onset disaster (only 20% could do so), the lack of a personal evacuation plan (71% did not have one) and the lack of awareness of the existence of a disaster management plan in their city (only 17% being aware and only 14% having been consulted for its elaboration).
