Sub-Regional Workshop for Arab Least Developed Countries on Sendai Framework Monitor and DesInventar-Sendai
The Sendai Framework Monitor (SFM) functions as a management tool to help countries develop disaster risk reduction strategies, make risk-informed policy decisions and contribute to the Target E of the Sendai Framework related to development of actionable national and local disaster risk reduction strategies by 2020. As of March 1, 2018, Member States can report against a set of 38 indicators, recommended by an Open-ended Intergovernmental Expert Working Group (OIEWG), to track progress in implementing the seven global targets of Sendai Framework as well as its related dimensions reflected in the Sustainable Development Goals 1, 11 and 13.
Hazard assessment and risk information are inadequate in many countries in the Arab region mainly due to the lack of capacity that results in a failure to inform decision-making processes. Risk information, as an output of effective monitoring, dissemination and analysis, is key to addressing disasters and disaster risks. This is not only considered to be important in terms of forming the basis for early warning systems and contingency planning, but also informing investment and development decisions. The national disaster loss accounting system development represents a low-cost, high impact strategy to systematically account for disaster losses. Systematically accounting for losses and comprehensively assessing risks help governments categorize and stratify their stock of both extensive and intensive disaster risks.
Workshop Goal
To train trainers from the six least developed countries in the Arab region (Comoros, Djibouti, Mauritania, Somalia, Sudan, Yemen) and one trainer from Tunisia on the functionality of SFM and DesInventar-Sendai with the aim to enhance the skills of trainees to become trainers in their countries.
Workshop Specific Objectives

Enhance the understanding of the interlinkages and need for coherence among the Sendai Framework, Paris Agreement and Sustainable Development Goals;

Advocate the importance of DRR governance and putting in place sound institutional arrangements to support synergies between relevant institutions for data collection and sharing at country level;

Deepen knowledge of the importance of monitoring the implementation of Sendai Framework and using SFM, and encourage the accelerated achievement of Target E;

Deepen knowledge of the new Disaster Loss Accounting System (DesInventar-Sendai) and its importance in establishing the baseline for post-2015 monitoring of Sendai Framework implementation.

Train participants on the concept, methodology and use of the National Loss Accounting System and developing temporal, spatial and event analysis using the DesInventar methodology.
Participants
The workshop will invite one trainer per LDC and one trainer from Tunisia (7 trainers in total). The beneficiary countries are: Comoros, Djibouti, Mauritania, Somalia, Sudan, Yemen, Tunisia.
Responsibility of Trainers upon return to their countries
The trainer will be responsible to replicate the training workshop in his/her country for the benefit of technical staff of all relevant governmental institutions covering all sectorial ministries and other stakeholders.
