Created in December 1999, the United Nations Office for Disaster Risk Reduction (UNDRR) is the designated focal point in the United Nations system for the coordination of efforts to reduce disasters and to ensure synergies among the disaster reduction activities of the United Nations and regional organizations and activities in both developed and less developed countries. Led by the United Nations Special Representative of the Secretary-General for Disaster Risk Reduction (SRSG), UNDRR has over 100 staff located in its headquarters in Geneva, Switzerland, and in regional offices. Specifically, UNDRR guides, monitors, analyses and reports on progress in the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030, supports regional and national implementation of the Framework and catalyzes action and increases global awareness to reduce disaster risk working with UN Member States and a broad range of partners and stakeholders, including civil society, the private sector, parliamentarians and the science and technology community.

The Programme Officer is being recruited to provide technical support to UNDRR in preparations for the 2022 and 2023 United Nations Climate Change Conference (COP 27/28) and related climate change/disaster risk reduction (DRR) activities and United Nations Framework Convention of Climate Change (UNFCCC) processes.

This position is located in the UNDRR Regional Office in Arab States based in Cairo, Egypt. The Programme Management Officer will report to the Chief of the UNDRR Regional Office with additional supervision of the Chief of the UNDRR Risk Knowledge Branch.

Responsibilities

Within delegated authority, the Programme Officer will be responsible for the following duties:

  • Develops, implements and evaluates assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews climate and disaster risk reduction documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.
  • Performs consulting assignments, in collaboration with UNDRR and the United Nations Resident Coordinator (UNRC) offices in Egypt and the United Arab Emirates (UAE), by planning facilitating workshops, through other interactive sessions and assisting in developing substantive reports and documents.
  • Researches, analyzes and presents information gathered from diverse sources, including strategies and plans for COP 27/28.
  • Coordinates climate policy and COP strategy development, including the review and analysis of DRR/climate issues and trends, preparation of evaluations or other research activities and studies.
  • Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
  • Provides substantive backstopping to COP-related consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
  • Initiates and coordinates outreach activities; conducts workshops, seminars, etc.; makes presentations on assigned topics/activities.
  • Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
  • Performs other duties as required.

Education

Advanced university degree (Master’s degree or equivalent degree) in business administration, management, economics or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven years of progressively responsible experience in project or programme management, administration or related area is required.

Experience in climate change adaptation, disaster risk reduction (DRR) or related field is desirable.

Previous experience in supporting international processes, such as the United Nations Climate Change Conferences (COP) is desirable.

Experience in developing written outputs is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and Arabic is required. Knowledge of another United Nations official language is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.

This position is limited to the project duration. Any extension of the appointment beyond the initial one year is subject to availability of funding and continuation of the project.
